| Function/Purpose: |
| Identify the various legal aspects of proceeding
with the petition route vs. the MAC route to incorporation, including our
negotiating leverage with the county and timeline to complete the
process. Decide how the "county required" MAC
informational presentations can be compressed or eliminated to shorten the
road to incorporation. Investigate the various charter options and
make recommendations on the type of government structure (strong mayor or
strong village council). Produce a "straw man" charter
document that provides a starting point utilizing other incorporated
villages as a blueprint with modifications applicable to The Falls.
Thoroughly understand the county incorporation procedure code (Chapter
20, Article 2, Sec. 20-24 -
Appointment Of Charter Commission). Committee members should be well
versed in knowing their way around the county departments and
officials. |
